New Delhi: In a significant development aimed at enhancing educational infrastructure and promoting inclusive learning, the NDMC (New Delhi Municipal Council) has announced that the construction of the Jai Prakash Narayan (JPN) Library at Mandir Marg is in its final phase and is expected to be inaugurated by September 2025.
Providing an update on the project, NDMC Vice Chairman Shri Kuljeet Singh Chahal emphasized that the initiative is closely aligned with the national vision of ‘Viksit Bharat @2047’, an agenda that underscores India’s commitment to becoming a developed nation by its 100th year of independence.
“Libraries are not just physical structures; they are sanctuaries of knowledge and learning,” said Shri Chahal. He highlighted that the JPN Library will not only cater to students and senior citizens but also serve as a community resource for residents of Valmiki Sadan, Mandir Marg, Gole Market, and adjacent areas.
Major Step Toward Educational Empowerment
The idea for this library was initially proposed by the Ministry of Culture, Government of India. The Central Public Works Department (CPWD) has allocated ₹2.17 crore for its development, while the remaining funding is being covered by NDMC, bringing the total project cost to ₹6.81 crore. This budget covers all essential aspects, including civil construction, electrical installations, and fire safety systems.
According to Shri Chahal, the construction has reached approximately 85% completion. “The remaining work, including installation of furniture, digital infrastructure, and stocking of books, will be completed by August 2025. We aim to open the facility to the public by September,” he confirmed.
State-of-the-Art Infrastructure
Spanning a total built-up area of 1,471.14 square meters, the library is designed as a three-storey Reinforced Cement Concrete (RCC) structure. Each floor measures 490.38 square meters. The ground level will feature a multipurpose hall intended for community events, workshops, and gatherings. The first and second floors will function as dedicated library spaces, equipped with modern amenities including restrooms, elevators, staircases, and access-friendly design elements.
Shri Chahal pointed out that the facility is envisioned as a modern and inclusive space that promotes reading and learning in a technology-driven era. “NDMC already operates eight libraries. The JPN Library will not only expand this network but also serve as a cornerstone in fostering intellectual growth and social development in the heart of the city,” he said.
Revised Budget and Project History
During its council meeting on December 18, 2024, NDMC approved a revised budget of ₹14.57 crore for the project. This updated allocation includes provisions for electrical systems, furniture, civil work, and fire safety mechanisms. Initially proposed near Birla Mandir on Udyan Marg, the project dates back to 2014, when a feasibility report was submitted to the Ministry of Culture.
