In preparation for the upcoming Kanwar Yatra, the Delhi government, under Chief Minister Rekha Gupta, has introduced a comprehensive new policy aimed at improving services for pilgrims while promoting transparency and accountability in fund distribution.

One of the major changes under the new policy is the provision of 1,200 units of free electricity to each registered Kanwar camp. This is accompanied by direct financial grants ranging from ₹50,000 to ₹10 lakh, depending on the size and needs of the individual camps. In a significant move to curb corruption, the government has abolished the contractor-based tender system and replaced it with a Direct Benefit Transfer (DBT) model. This ensures that funds are directly transferred to the accounts of eligible Kanwar committees.

To facilitate smoother operations, the government will release 50% of the sanctioned grant in advance, with the remaining amount to be disbursed after the submission of utilization certificates, geo-tagged photographs, and proper audit documentation. Only registered committees with valid PAN cards, bank accounts, and official registration documents will be eligible to apply for assistance.

The new policy mandates recommendations from local MLAs, MPs, or ministers for camp-site approval, adding a layer of official accountability. Additionally, a newly formed body called the Mukhyamantri Dharmik Utsav Samiti will oversee logistics, camp quality, and overall religious event planning.

To streamline approvals, the policy introduces a single-window clearance system under the supervision of district magistrates. All necessary No Objection Certificates (NOCs) and permits are to be issued within 72 hours of application. The policy also sets basic standards for camp infrastructure, including waterproof tents, sanitation facilities, fire safety measures, and CCTV surveillance.

Coordination between various departments will be ensured through the deployment of Civil Defence and Home Guard volunteers, helping manage both security and traffic during the yatra.

Chief Minister Rekha Gupta called the policy a reflection of her administration’s motto: “Minimum Government, Maximum Governance.” She criticized the old tender system for being inefficient and prone to misuse, often delaying services meant for the devotees.

The grant application process is first-come, first-served and will remain open until July 30, ahead of the Kanwar Yatra scheduled between July 11 and 22.

This new approach aims to deliver a smoother, safer, and more accountable experience for millions of Kanwar pilgrims this year.
