Assam Chief Minister Himanta Biswa Sarma on Sunday announced plans to develop Dibrugarh as the state’s second capital within the next three years and Tezpur as Assam’s cultural capital.
On the occasion of Republic Day, the chief minister for the first time unfurled the national flag in Dibrugarh, representing a key milestone in the city’s evolution into a prominent administrative center.
He stated, “Today is a landmark moment in Dibrugarh’s journey to becoming the second capital of Assam. For the first time, state celebrations are being held in this historic city.”
The Chief Minister shared the government plans to construct a permanent building for the Assam Assembly in Dibrugarh, located on the southern bank of the Brahmaputra in Upper Assam. Construction is set to begin on January 25, 2026.
Sarma through a post on X mentioned, “Our announcement to upgrade Dibrugarh as a full fledged city and transform it as Assam’s second capital is backed by solid ground work to ensure Ease of Living and connectivity.”
Highlighting the importance of Dibrugarh’s growing role in shaping Assam’s future he said, “In the next three years, Dibrugarh will be one of the most important cities in India, and its elevation to the second capital will catalyze the development of the entire region.”
He proclaimed that from 2027, one session of the Assam Assembly will be conducted in Dibrugarh every year.
Emphasizing regional development, he announced plans to establish a Raj Bhavan in Tezpur to develop it as Assam’s cultural capital, and to set up a secretariat and the Chief Secretary’s office in Silchar to bridge the administrative gap between Barak Valley and Guwahati.
