New Delhi: In a move to promote timely payments and improve tax compliance, the New Delhi Municipal Council (NDMC) has announced a 10% rebate on property tax payments made on or before June 30, 2025. The rebate will also apply to service charges applicable on government-owned properties within NDMC’s jurisdiction.

According to NDMC officials, the annual assessment list—a comprehensive record of the rateable value of all lands and buildings under the council’s jurisdiction—has been completed and authenticated for the new financial year. This list serves as the basis for generating property tax bills and is now available on the NDMC website for public access. Property owners are encouraged to review their entries and raise objections, if any, before the finalization of their tax liabilities.

“The rebate is offered to encourage early filing and ensure efficient administration of property tax,” said an NDMC official. “Early payments help both the council and the property owners by streamlining the process and avoiding delays.”

NDMC’s Jurisdiction and Tax Base

NDMC currently governs approximately 15,600 properties, of which nearly 14,000 are privately owned and around 1,600 are government-owned. A portion of these—estimated at 1,000 properties—are tax-exempt, including certain diplomatic missions and heritage buildings.

The property tax structure applies to all taxable units within this jurisdiction, with government-owned properties being subject to service charges instead of standard property taxes. These charges are also eligible for the 10% rebate if paid by the June 30 deadline.

Bill Dispatch and Support

NDMC has confirmed that physical copies of property tax bills have already been dispatched to the registered addresses of property owners. In case a bill has not been received, individuals can obtain a duplicate copy from the Accounts Officer (Tax), located in Room No. 9009 on the 9th floor of the Palika Kendra building, situated on Sansad Marg.

The civic body is also urging residents to use digital channels for quicker access and smoother transactions. “The online portal is fully functional for both tax review and payment,” an official added. “We recommend that residents take advantage of this to avoid queues and potential delays.”

Rising Tax Compliance and Revenue

Tax compliance within the NDMC area has shown steady improvement in the past year. The number of active taxpayers now exceeds 10,000, marking a significant rise from previous years. Officials attribute this uptick to increased awareness, online accessibility, and periodic incentives like rebates.

In terms of revenue, NDMC recorded a notable jump in property tax collections. Figures show a rise from ₹1,026 crore in 2023–24 to approximately ₹1,045 crore in 2024–25. This growth has largely been driven by higher payments from private property owners and improved assessment processes.

For the ongoing financial year 2025–26, NDMC has set an ambitious target of ₹1,150 crore in property tax revenue, aiming to strengthen civic infrastructure, digitize services further, and ensure more efficient urban management.

“We’re confident of reaching our target this year,” a senior official said. “With improved systems, better outreach, and timely incentives like the current rebate, the response from taxpayers has been encouraging.”

Final Reminder

The NDMC has reminded all property owners to make their payments by June 30 to avail of the rebate. Late payments will not qualify for the discount and may attract penalties or interest. The council has assured that its support centers and online services are equipped to handle any queries or concerns related to billing, assessment, or payment.
